There may be a different way of resolving this issue. I have had this before and I noticed that the Windows or Microsft softwares like Groove and Explorer and not oincluding office packages won’t open.
I recommend you use Windows Diagnostic tools to figure out what the problem is. But in my own case, I had to reinstall Windows 10. I lost all applications with this process but my files remained intact. Maybe there will be a better way.
